• on powerup, routers broadcast hellos (via multicast)
• other routers respond
• neighbors get added to adjancies database
• leader (DR) and backup leader(BDR) get elected
• DRs handle sending out LSAs
• hierarchy of areas--must always be an area 0
• users will exist in other areas (unless only area 0 is there)
